- Key discussion points:
- Dave Quinn reviewd the spread sheet and other draft materials he prepared for analyzing Transfer Station costs over time, assuming various price increases per ton to transport trash to SEMAS, increases to sticker costs, estimated costs per bag for PAYT, and various scenarios of assumed reduction in trash tonnage hauled to SEMAS that might result from increased recycling/composting.
- The draft materials presented by David suggested to the Committee that likely reduction in trash tonnage would not be offset enough by recycling/composting to reduce the cost per PAYT bag to a reasonable and cost effective amount. Rather, increase in the price of Transfer Station sticker was likely the best way for Eastham to go, at least in the initial phase of the new SEMAS contract and cost increase to start in 2015.
- Members of the Committee agreed to prepare a summary of findings to share with the Selectmen, outlining the challenges of PAYT, and the now seemingly preferred alternative of increasing the sticker price.
- Members also agreed that an education campaign in the town was critical to undertake so that residents understood the reasons why sticker fees would be increasing, and the benefits that would accrue from increased recycling/composting.
